White House Issues Two New Executive Orders on Quantum Computing

AI isn’t the only emerging technology that has caught the attention of the White House. The administration is also eyeing quantum computing and recently issued two executive orders aimed at promoting the development and integration of the technology. A recent Pillsbury memo discusses the executive orders:
“The new EOs—titled “Ushering in the Next Frontier of Quantum Innovation” (Quantum Innovation EO) and “Securing the Nation Against Advanced Cryptographic Attacks” (Cryptography EO) —establish a whole-of-government approach to strengthening the U.S. quantum science and manufacturing ecosystem while protecting U.S. national security interests as quantum technologies mature.
The orders solidify the Trump administration’s quantum policy priorities and build on President Trump’s previous quantum-focused actions, including his signing of the National Quantum Initiative Act in 2018. Both EOs direct extensive interagency coordination among national security and innovation-focused agencies.”
The actions outlined in these executive orders mirror similar AI executive orders issued last year. Quantum computers are far more powerful than traditional computers. The technology poses unique opportunities, especially in the realm of complex scientific simulations. However, quantum computers are still nascent and are only available in universities and research environments. It is estimated that only 100-200 quantum computers exist worldwide at present. The government’s interest in quantum computing reflects the administration’s desire to get ahead on emerging technologies. A major part of the government’s priorities is the commercialization of quantum technology. We’ll see if government action and investment accelerate the development and adoption of quantum systems.
